Safe

Public safety is the foundation of a strong and thriving community. Every resident, family, business owner, and visitor deserves to feel safe in Oroville.

Natalie strongly supports our police department and believes we must provide the resources they need to keep our neighborhoods secure. She will advocate for increasing public safety funding to expand police patrols in our downtown, parks, along the Feather River, and throughout our commercial districts.

Thriving

A robust local economy is essential for creating jobs and enhancing the quality of life for every Oroville resident. City Hall should be a vital partner for entrepreneurs rather than a hurdle to overcome.

Natalie is dedicated to enacting sensible policies that fill empty buildings, decrease bureaucratic regulations, and encourage new commercial investment. By championing these initiatives, she aims to build a dynamic downtown that attracts visitors and secures a prosperous economic future for our community.

Oroville is a rare gem where Gold Rush history perfectly complements the region's stunning landscapes. The beautifully maintained architecture of our historic downtown is not just a reminder of the past, but the literal heart of the city’s economic potential.

A vibrant, character-rich district is what draws visitors to local shops and restaurants, fueling our future prosperity. By championing the protection of our historic buildings and the enhancement of our parks and riverfront, Natalie aims to build a thriving community that celebrates its deep roots.

Planning Commission

Planning Commission since 2021, approved new business developments and market‑rate housing that bring more life and investment into our city while protecting its character and resources. Creation of the Historic Preservation Award Program in 2024.

Currently working on

Creating an Entertainment Zone in the historic commercial district to bring vitality to our downtown, and updating the city landmark program to honor and protect our historic buildings.

Business Advocacy Committee

Reduced costly use-permit requirements so local businesses can open and grow with fewer delays and lower upfront costs. Member since 2024.

Currently working on

City wide use permit fee reduction for new business in a vacant building.  
City wide incentive to encourage building owners to maintain minimum property standards per code. 

Oroville Downtown Business Association

ODBA President since 2023 with a mission to ensure a thriving business economy in the Historic Downtown District through marketing, beautification and events. 

Currently working on

Partnering with the city to install vintage-style street signs, and create signage and lighting to connect downtown to the Feather River.   
Re-establishing the "Welcome to Oroville" Billboard  Project.

At the heart of every great city are its residents.

 

Without the people who live, work, and invest in our community, there is no city. City government exists to serve the public—not itself. Its purpose is to represent the people, use taxpayer resources wisely, and improve the quality of life for every resident.

Every resident deserves transparent and accountable leadership, responsible stewardship of public funds, and a government that listens, responds, and puts the needs of the community first. The power and resources of our city should always be directed toward serving the people who call Oroville home.

As your City Council representative, Natalie will work to ensure that every decision is guided by one simple principle: city government should always serve the residents with integrity, respect, and accountability.

Meet Natalie

Natalie Sheard is a proud resident of Historic District F with a deep-rooted love for Oroville and its historic downtown. She currently serves on the Planning Commission and the Business Advocacy Committee and is the President of the Oroville Downtown Business Association. Natalie is committed to ensuring that downtown Oroville remains safe, vibrant, and beautiful for residents, businesses, and visitors alike.

As the owner of the historic Judge Gray House and the Inn Manager of the Oroville Inn, Natalie welcomes visitors from around the country and understands the importance of preserving Oroville's unique character while supporting economic growth through tourism.

A lifelong entrepreneur, Natalie has owned a coffee shop, a specialty retail store, a small raw milk dairy, and, together with her husband, Luke Sheard, operated a construction company. Natalie is also a devoted mother of three children and a proud grandmother of fifteen grandchildren. She was married to her lifelong sweetheart, Luke, until his passing in 2025. His love for Oroville's historic downtown architecture, and commitment to family continue to inspire her service to the community.

 

She believes small businesses are the backbone of our community and is committed to making City Hall a partner by streamlining processes, encouraging investment, and helping local businesses succeed while providing residents with quality goods, services, and jobs.
